Any Traffic officer of and above the rank of Assistant Sub-Inspector of Police is duly authorized to collect spot fines for traffic violations.

Not only using mobile phones, even using hands-free devices to access mobile phones (earphones, Bluetooth headset, etc.,) while driving is an offense. You are allowed to use a mobile phone when driving/riding for navigation purposes only.

The duties are as under: Arrange for medical help - Inform the police. In case the vehicle is carrying dangerous goods, keep everyone away, avoid smoking in the vicinity and take emergency action as displayed on the vehicle.

Vehicle abandoned or left unattended or parked in a prohibited zone or notified no parking area parked in a way causing inconvenience to other road users and free flow of traffic, can be towed away.

Authorities can detain a vehicle in the following circumstances:

• vehicle being driven by an individual without a valid driving license

• Vehicle being driven without registration Certificate

• Transport vehicle being driven without Permit or in violation of permit conditions

• When a person is drunk and driving

• Vehicle involved/to be suspected in a serious offense.

No. Police are not authorized to penalize any of vehicles for out of State number plates, just because it is registered outside Karnataka.

If a violator refuses or does not want to pay a spot fine, he would be required to surrender his original driving license - for which the officer concerned would give an acknowledgment. He can walk into the police station within a week, pay the fine and get the DL back or he can pay the fine at court or abide by the orders of the court.

Each officer has a PDA/Receipt and if you insist on proper receipt there is no scope for you being overcharged.

Notices are generated and issued to the RC owners and getting the address from transport department records. One has to insist on the buyer registering the vehicle in his name to avoid consequences.
